Google Ads cost in Egypt comes in two separate parts: an ad budget you pay Google directly and cap yourself, and a management fee that starts, in HBS 2026 prices, from EGP 10,000 a month (or SAR 750 in Saudi Arabia) for the Starter plan. Any quote that merges the two into one number makes it hard to see how much actually reaches Google. This guide explains how the Google auction prices a click, how the daily budget and VAT work in Egypt, and how to calculate a starting budget from your target cost per lead, then sets out what HBS management plans include and what they do not.
What is the difference between the Google Ads budget and the management fee?
The budget is the money that goes to Google for clicks or views, and the management fee pays the team that plans the campaigns, writes the ads, sets up tracking and improves performance every month. Keeping them apart protects you in three ways:
- Transparency: when you pay Google from an account in your company's name, you see every pound spent inside Google Ads itself instead of a report sent by someone else.
- Control: you raise the budget in your season and cut it in a slow month without renegotiating the management contract.
- Fair comparison: two quotes with the same total can send most of the money to Google in one case and a much smaller share in the other. Compare management fee with management fee only.

How does the Google auction set the price you pay per click?
There is no fixed price per click on Google Ads: every search triggers a live auction between advertisers on the same keyword, and the bid alone does not decide who shows first. Google decides whether an ad shows and where through what it calls Ad Rank, which it calculates from six factors: your bid, the quality of your ads and landing page, the Ad Rank thresholds, the competitiveness of the auction, the context of the person's search, and the expected impact of your ad assets. On the same page Google says higher quality ads can often lead to lower costs per click.
What you actually pay is the actual cost per click (CPC). Google explains that it is often less, sometimes much less, than your maximum bid, because you only pay what is minimally required to clear the Ad Rank thresholds and beat the advertiser immediately below you, and you are never charged more than your max CPC unless you use automated bidding tools.
You will also hear a lot about Quality Score. Google describes it as a diagnostic tool scored from 1 to 10 at keyword level, built from three components: expected clickthrough rate, ad relevance to the searcher's intent, and landing page experience. Google states plainly that it is not an input in the ad auction. Its practical value is pointing you to the weak spot: the keyword, the ad text, or the page the visitor lands on.
That is why you will not find an average Egyptian cost per click in this guide: we found no primary source that publishes one, and the price moves with your industry, region, timing and the quality of your own ads.
Can Google spend more than your daily budget?
Yes on a given day, no across the month. Google says your campaign might spend up to twice your average daily budget on a given day to take advantage of traffic fluctuations, but by the end of the month you will have spent no more than 30.4 times your average daily budget, and even if served costs (the value of the clicks or impressions the campaign received) exceed your daily or monthly spending limits in some cases, you never pay more than those limits. The 30.4 figure is the average number of days in a month (365 divided by 12), which is why Google's explanation of average daily budgets suggests dividing your monthly budget by 30.4 to get the daily figure.
A hypothetical example: a daily budget of EGP 500 means one day could reach EGP 1,000, but the whole month will not go beyond EGP 15,200.
How do you pay Google and what tax applies to your ads in Egypt?
Google offers three main payment settings: postpay after your ads run, prepay with a balance that stops your ads when it runs out, and monthly invoicing on a line of credit. Which ones you get depends on your billing country and account currency. Choose the currency carefully when you open the account: Google states that your currency is permanently set when you set up your account and cannot be updated, so changing it means opening a new account.
On tax, Google's taxes in your country page states that since 1 July 2024 a 14% Value Added Tax is charged to Google Ads accounts with an Egypt business address unless you provide a valid Tax Registration Number (TRN) and Unique Identification Number (UIN), and that these accounts are served by Google Ireland Ltd. Build that 14% into your numbers if you have not provided both, and check your company's position with your accountant before launch.
How do you calculate the right Google Ads budget to start with?
Work backwards: from the number of leads you need each month and the most you can pay to win each one. The numbers below are entirely hypothetical and for illustration only. They are not averages for the Egyptian ad market, so replace them with your own:
- Value of a lead: assume a new customer leaves you EGP 5,000 in gross profit and you close one deal from every 5 enquiries. Each enquiry is then worth EGP 1,000 in profit to you.
- Target cost per lead: you decide not to spend more than 30% of that value on advertising, which is EGP 300 per enquiry.
- Monthly budget: you need 60 enquiries a month, so 60 × 300 = EGP 18,000 for Google.
- Daily budget: 18,000 ÷ 30.4 = about EGP 592 a day, the figure you enter in the campaign settings.
- Reality check: if we assume a click costs you EGP 15 and the landing page turns 5% of visitors into enquiries, cost per enquiry = 15 ÷ 5% = EGP 300, and you need 1,200 clicks (60 ÷ 5%) costing EGP 18,000.
Now see what happens if you lift the landing page conversion rate from 5% to 7.5% with the same cost per click: the same budget (EGP 18,000 buys 1,200 clicks) gives you 90 enquiries instead of 60, and the cost per enquiry falls to EGP 200. That is why we treat the landing page as part of the budget.
Here is the first month's total for the same example:
| Item | Amount in the hypothetical example |
|---|---|
| Ad budget paid to Google | EGP 18,000 |
| 14% VAT on ads (if you have not provided TRN and UIN) | EGP 2,520 |
| HBS Starter management fee | from EGP 10,000 |
| Approximate total | from EGP 30,520 before taxes on the management fee |
Give the campaign time before you judge it: Google's conversion measurement page says Smart Bidding strategies require a standard 7 to 14 day learning phase and advises avoiding frequent changes to budgets and targets during that period.

What are HBS Google Ads management prices for 2026?

What does the management fee include and what does it not?
The management fee covers planning, execution and measurement, and none of the money that goes to Google or to a third party:
| Included in the management fee | Not included in the management fee |
|---|---|
| Keyword research and campaign structure | The ad budget you pay Google |
| Ad copy in Arabic or English depending on the plan | VAT on ads |
| Conversion tracking setup and verification | New landing page builds or a website redesign |
| Search term reviews and negative keywords | Video, photography and design beyond the plan |
| Bid adjustments and budget allocation across campaigns | Paid stock images and footage |
| A monthly report linking spend to results | Paid third-party tools such as call tracking software |
Why does the landing page affect cost?
Because landing page experience is one of the three Quality Score components, and Google defines it as how relevant and useful your landing page is to people who click your ad. A slow page, or one that sends visitors to the homepage instead of the service they searched for, lowers the conversion rate, and the conversion rate sets your cost per lead, as the example showed. If you need a new page, it is a separate item from management; you will find price ranges in our website design cost guide for Egypt.
Why should no campaign launch before conversion tracking is set up?
Because without tracking you see clicks but not customers. Google lets you choose what counts as valuable, such as a purchase, a sign-up or a phone call, then measures which keywords and ads bring it, including calls straight from your ads and clicks on the phone number on your mobile site. Smart Bidding learns from that same data, so wrong tracking teaches the system from wrong signals. If your customers call more than they fill in forms, set up call tracking before launch.
What pushes Google Ads cost up or down?
Competition and quality drive the Google budget, and workload drives the management fee. The main factors:
- Competition in your industry: the more advertisers on the same keywords, the more it costs to win the auction.
- Geography and timing: one city during business hours is different from all of Egypt around the clock.
- Keyword intent: phrases such as "price" or "best company" bring searchers close to buying and stronger competition, while broad phrases may be cheaper but sit further from a sale.
- Ad and landing page quality: a clearer ad and a better-matched page lower your cost per lead.
- Number and type of campaigns: one Search campaign is lighter to manage than Search, Shopping and YouTube together.
- Languages and markets: Arabic and English, or Egypt and Saudi Arabia, mean extra setup and monitoring.
- Tracking depth: connecting campaigns to a CRM or importing actual sales is more work than tracking a single contact form.

What are the red flags of a cheap paid ads management quote?
A quote far below the others usually means part of the work will not happen, and you will see it in the results, not in the contract:
- Ads run from the provider's account, not yours: when the relationship ends you lose the data and campaign history and start from zero.
- Reports with clicks and impressions only: no conversion tracking means nobody knows how many customers you actually got.
- One number for budget and management: you cannot tell how much reached Google and how much stayed with the provider.
- Guaranteed promises: anyone guaranteeing the top position or a fixed number of leads is promising something decided by an auction they do not control.
- No search term reviews: without negative keywords you pay for clicks from people looking for jobs or free services.
- A long binding contract from day one: with no clear review period or written exit terms.
What should you ask any provider before signing?
- Will the Google Ads account be in my company's name with full admin access for me?
- What will you count as a conversion, and how will you check that tracking works?
- Is the management fee fixed or a percentage of spend, and what happens to it if I raise the budget?
- Who writes the ads and who builds the landing pages, and is that inside the price?
- What does the monthly report contain, and will I see the cost per lead?
- How long is the commitment, and how do I end the contract while keeping the account and data?
How do you start with a clear budget from month one?
Start with three numbers: how many customers you need a month, the most you will pay for each one, and your page's current conversion rate. Your Google budget follows from them; then you pick the management plan that fits the number of campaigns and markets and add the tax.
